תיאור הקבוצה

הקבוצה תעסוק באופן בו נקבעת מדיניות בנוגע לאנשים החיים בעוני, ברמת קובעי מדיניות וברמת מיישמי מדיניות. קביעת מדיניות היא תהליך אשר מושפע מגורמים רבים ומשחקנים שונים. אחת הגישות שהתפתחה בשנים האחרונות בוחנת את האופן בו מתקיימת למידה חברתית, כלומר מעבר של רעיונות, בין מדינות כגורם אשר משפיע על תהליך קביעת מדיניות. כמו כן, מאז החלו מחקרים בנושא עוני נעשו נסיונות שונים לקביעת סטנדרטיזציה לעוני, באמצעות צרכים, צריכה, הכנסה. המדד המקובל בחקר העוני בשנים האחרונות הינו מדד רמת המחיה. עם זאת, מדובר במדד אשר עשוי לתעתע משום שהוא משתנה ממקום למקום ואף נתון לשינוי באותו המקום מזמן לזמן. הקושי במדידת עוני מביא לכך שאין הסכמה גורפת על האופן שבו העוני צריך להימדד. קושי נוסף הוא בקביעת מדיניות על בסיס מדד זה.

הקבוצה תבחן היבטים שונים בתהליך קביעת מדיניות הנוגעת לאנשים החיים בעוני. מנקודת מבט אנתרופולוגית, המדיניות תיבחן על פי השיח המקובל בה. מנקודת מבט היסטורית, נתחקה אחר השתרשותן של מסורות ומדיניויות. בהיבט הסוציולוגי, נבחן את המדיניות בנושא עוני כתופעה חברתית. מנקודת מבט של מדיניות ציבורית, נדון בתפקידם של שחקני המדיניות השונים. מנקודת מבט של מקצוע העבודה הסוציאלית, ננסה להבין מהן התשומות של הפרופסיה למדיניות אשר קשורה באופן ישיר לחלק גדול מהאנשים הבאים לקבלת סיוע מעובדים סוציאליים.

Poverty and Policy (Shiran Tayeb Elmakias – Social Work)

The group will deal with how policies are set regarding people living in poverty at the policymakers and policy implementers' levels. Policy-making is a process that is influenced by many factors and different players. One of the approaches that have developed in recent years examines how social learning takes place, that is, the transfer of ideas between countries as a factor that influences the policy-making process. Also, since the beginning of research on poverty, various attempts have been made to standardize poverty, through needs, consumption, and income. The accepted index in the study of poverty in recent years is the standard of living. However, this index may be misleading because it varies from place to place and is even subject to change in the same place from time to time. The difficulty in measuring poverty means that there is no wide consensus on how poverty should be measured. Another difficulty is in determining policy based on this index.

The group will examine various aspects of the policy-making process concerning people living in poverty. From an anthropological point of view, the policy will be examined according to its accepted discourse. From a historical point of view, we will trace the roots of traditions and policies. From a sociological point of view, we will examine the policy on poverty as a social phenomenon. From the point of view of public policy, we will discuss the various policy players' role. From the point of view of the social work profession, we will try to understand what the profession's inputs are for a policy that is directly related to a large proportion of the people who come to receive assistance from social workers.
